Utility Transfer When Buying or Renting a Flat in Georgia — Power, Gas, Water

How to re-register electricity, gas and water for a new flat: from the ownership extract to debt checks and meter readings — on one page.

Purchase / inheritance — subscriber accounts move to your name so bills and service come to you.

Renting — usually no transfer: you pay bills under the owner’s or tenant’s name; what matters is fixing the starting meter readings.

Selling — the seller provides the latest bills / zero balance; the buyer re-registers into their own name.

What to check before the deal

  • Balances under the current subscriber — history lives in each provider’s app or branch
  • Meter readings on the deal day — write them into the purchase act, with photos
  • Meter condition and the last verification date (technical passport / seal)
  • Gas appliance documentation — boiler/heater must be installed per project and inspected
  • Shared building water/electricity costs if the building has a common meter

How the transfer works

Re-registration is mostly free; appliance inspection or a new meter may cost — confirm at the branch. In Tbilisi: Telasi (power), Tbilisi Energy (gas), GWP (water); regions: Energo-Pro, SOCAR Georgia Gas, United Water Supply.

Electricity

Apply at the provider’s branch or online with your ID and proof of ownership (registry extract or notarized contract). The subscriber opens under your name, the balance starts from the deal-day readings.

Natural gas

When a gas subscriber is transferred, the provider inspects the installation (pipes, boiler, heater) — bring ID and the ownership document. Uninspected appliances need an inspection/project first.

Water & wastewater

GWP (Tbilisi) or the regional water company re-registers with an extract and ID. Unmetered tariffs bill per member registered at the address — make sure the registration is correct before transferring.

Internet & TV

No transfer needed — the old contract at the address closes, you open a new one. Check the building has fiber and an open port — hookup usually takes 1–3 business days.

When renting

  • Fix starting readings in a lease annex + photos
  • Agree who pays and how bills are settled (app/branch)
  • Open internet fresh with any provider
  • Before the heating season, check the gas boiler/heater works

Frequently asked questions

Do the previous owner’s debts pass to me?

No — in Georgia utility debt follows the subscriber (person), not the flat. At re-registration a new account opens with a clean start. Still, check balances before the deal — they are visible in the provider’s app.

Which documents are needed?

Your ID and proof of ownership — a public registry extract or a notarized contract. For gas, an appliance inspection may start as well.

How long does the transfer take?

Usually one visit to a branch; a gas appliance inspection may take a few days. Internet connects with a new contract in 1–3 business days.

Can a tenant run bills under their own name?

In practice tenants pay against the account via the app or branch; some providers allow a payer. The key is fixing the payment rule and starting readings in the lease.

Where do I see tariffs and the average bill?

On our utility tariffs page — electricity blocks, gas, water, internet and waste with bill examples.
