Real Estate in Georgia for Foreign Buyers — Rights, Documents, Residency

A foreigner buys property in Georgia with a passport — no citizenship or residency required. The restrictions, the paperwork, and what an investment unlocks — on one page.

What you can and cannot buy

Flat, house, commercial space

A foreigner freely buys and owns any residential or commercial property — with no obligation to stay in the country.

Non-agricultural land

Plots within settlements or zoned non-agricultural are accessible to foreigners.

Agricultural land — restricted

Agricultural land can be owned only by a Georgian citizen. This is the one significant restriction.

Due diligence

The process runs like a citizen’s: registry extract, a written-form contract, registration — and the title is yours.

Documents you need

  • Your foreign passport — no citizenship or residency required
  • No physical presence demanded: a POA issued at a Georgian consulate or apostilled works
  • Payment by international transfer — keep the receipt as the source-of-funds trail
  • A Georgian bank account is optional but simplifies payments and utilities

Costs of ownership

  • Transfer tax on a sale — 0%
  • Public Registry registration — ₾150 (4 days) / ₾270 (1 day) / ₾350 (same day)
  • A notary is optional — the contract is valid in written form
  • Annual property tax — 0.05–1% of assessed value, set by the municipality
  • Selling later triggers tax on the gain — compute it in the tax calculator

Residence permit

Buying property in Georgia is a basis for a longer stay.

Non-agricultural real estate $150,000+ → renewable 1-year permit (from 1 March 2026; $100,000 before)

$300,000+ → 5-year residence permit

Frequently asked questions

Can a foreigner buy agricultural land?

No. Agricultural land can be owned only by a Georgian citizen. Plots within settlements and non-agricultural land carry no restriction.

Must I be in the country for the deal?

No. The deal runs by power of attorney — issued at a Georgian consulate or apostilled. A representative can file the registration too.

Do I get a residence permit for any flat?

The basis is the market value of non-agricultural real estate: above $150,000 — a renewable 1-year permit (the threshold rose from $100,000 on 1 March 2026), above $300,000 — a 5-year one. Applications file at a Public Service Hall.

How safe is the transaction for a foreigner?

The same mechanism protects you as a citizen: title passes only by Public Registry registration, and the extract is available online. Payment by transfer plus an extract check is the core defense.

Can I sell later and take the money out?

Yes. There is no restriction on selling; the gain is taxed on sale. Keep the purchase and sale receipts as your source-of-funds trail.
