≈ +1% over the price. Romania has no transfer tax; the notary fee scales with price (capped) and ANCPI registration is token. New builds from VAT developers add the VAT component. The notarized deed is mandatory — private contracts do not transfer title. Foreigners (non-EEA) need a permit, granted routinely for apartments.
